BY-LAWS OF THE P.O.E.M. RECREATIONAL COUNCIL

ARTICLE I
NAME
Section 1
This organization shall be known as the C.A.W./T.C.A. P.O.E.M. RECREATIONAL COUNCIL.


ARTICLE II
OBJECTIVE
Section 1
It objective is to plan and establish a recreation programme, according to the C.A.W. policy; to promote greater recreation participation by the local unions; to plan diversified programmes for everyone; to bring about co-ordination between the recreational programme and the total union programme.


ARTICLE III
MEMBERSHIP
Section1
Four (4) Delegates from each local union in the P.O.E.M. Council area may become a member of the P.O.E.M. C.A.W. Recreation Council, with two (2) votes allowed per local union. If there is only one (1) delegate in attendance from a local union, then that delegate shall carry the two (2) votes.

Section 2
The locals must notify the P.O.E.M. Council of the names and addresses of their delegates at the least every two (2) years.

Section 3
The Council may select representitives for each activity who will serve on the committee. They shall have a voice but no vote, unless they are representatives of a respective local union.

Section 4
Affiliation cost to be members of P.O.E.M. Council will be one cent per member per month.
If at any given time a Local becomes delinquent in dues payments the following 3 step procedure will take effect:
STEP 1 - 6 months a "friendly reminder" letter will be sent to the Local in question explaining dues outstanding.
STEP 2 - 9 months a second letter will be sent with a notice of possible affilitation end date if dues are not paid.
STEP 3 - 12 months - FINAL NOTICE will be sent - Local's affiliation with P.O.E.M COUNCIL will be terminated.

Section 5
National Recreation Council : The delegates will be the President of P.O.E.M. Council automatically and his/her expenses will be paid by the National Union while attending National Recreation Council meetings. Two (2) additional delegates will be elected from P.O.E.M. every two (2) years to attend these meetings. Their respective local union will be responsible for lost time and expenses.


ARTICLE IV
OFFICERS & DUTIES
Section 1
The officers for the Council will be a President, Vice-president, Secretary-Treasurer, Recording Secretary, and three (3) Trustees.

Section 2
The President shall preside at all meetings of the Council, and shall perform such other duties, executive and administrative, as naturally fall within the duties of his office.

Section 3
The Vice-President shall assume the responsibilities of the President in his/her absence.

Section 4
The Recording Secretary shall keep a true record of all proceedings of the Council, and shall see that a copy of all minutes are forwarded on to all local unions in the C.A.W. P.O.E.M. area and the recreation chairperson of each local.

Section 5
The Secreatary-Treaseurer shall keep a true record of all income and expenses and perform all other duties as naturally fall within the duties of this office.

Section 6
The trustees shall meet each April and November to Audit the operations of this Council.


ARTICLE V
NOMINATIONS
Section 1
Nominations and election of officers shall take place in the first Tuesday in May of each second year – Even years to be election years.

Section 2
To be eligible to run for any voted postion within P.O.E.M you must be a specified delegate in good standing for a minimum of 1 year. You Local must also have all dues paid current and in full.

Section3
The method of voting shall be determined by majority vote of the members present with two (2) votes per local.

Section 4
If only one local union delegate is present during an election, that delegate will have two (2) votes.

Section 5
The seat of each officer or delegate failing to attend three (3) consecutive meetings shall be declared vacant, unless excused because of just cause. The delegate’s local shall be notified, in writing, of the vacant position.

Section 6
Officers may be recalled by 2/3 vote at a meeting scheduled for that purpose and at which 6 (six) local unions are represented, provided that four (4) weeks notice be given of recall.


ARTICLE VI
COMMITTEES
Section 1
Committee positions other than those as stated in Article IV shall be appointed at the discretion of the Council.

Section 2
At least one (1) Council representative must be on each special Committee.


ARTICLE VII
MEETINGS
Section 1
No official decision can be made at any meeting unless a quorum is present. A quorum shall consist of representation form at least four (4) local unions.

Section 2
Special meetings may be called by the President or the Recreation Director or upon written request signed by eight (8) members of Council.

Section 3
General Council meetings will be held the first Tuesday of each month, at 7:30 P.M.; said meeting not to exceed two (2) hours, unless desired by a majority vote.


ARTICLE VIII
EXPENSES
Section 1
Officers of this Council shall be reimbursed while performing Council audit for expenses such as mileage, meals and lost time, where required, while performing duties of this Council. Any expenses over $50.00 must be approved by Council. Expenses shall be paid at National union rate.


ARTICLE IX
AMENDMENTS TO BY – LAWS
Section 1
Amendments to these By-Laws must be made by submitting a written Notice of Motion to a regular meeting of P.O.E.M. Council and this Motion to be voted on at the next regular meeting of the Council of which six (6) locals must be present at such a meeting. Notice of any such motion must be forwarded to each member of P.O.E.M. Council at least ten (10) days prior to the next regular meeting.
